Bully vs Persistent

A bully is actually a persistent, because a bully is persistent at punching people. But a persistent could also be a bully because it might be persistent at punching people. So if the bullies and persistents were trying to get as many people on their side as they could, they would keep swapping sides and it would be very tricky to determine who would win. So the teachers would be persistents in asking them to stop. So, no one would ever win.
